- During the armed rebellion in Tibet, the CIA not only sent agents to help the Dalai Lama to flee, but purposefully prepared militants to support its forces, and discharged a large number of weapons from the air, - the white paper. According to the declassified archival materials in the United States, which the drafters relied on, the Dalai Lama established contacts with the US Government for the first time in 1951 after the "peaceful liberation of Tibet" by units of the People's Liberation Army of China.
The white paper also emphasizes that the relationship of the Dalai Lama with the CIA are "incompatible with his status as the highest moral authority."
The Dalai Lama fled to India in 1959 after a failed uprising in Chinese Tibet. Now he lives in Dharamsala, and often travels abroad. Until 2010, the Chinese government has held several rounds of talks with representatives of the Dalai Lama, but they were unsuccessful.
Tibet was incorporated into China in the XIII century. After the founding of the PRC in 1949, the parties signed the "Agreement on the peaceful liberation of Tibet." The document called for the introduction of the China region as an autonomous region. XIV Dalai Lama Tenzin Gyatso fled Tibet in 1959 after the failure of the armed uprising against Beijing. Now he lives in India with his supporters: so-called "Tibetan government in exile" acts there. The Dalai Lama gave up leadership in the government in March 2011. It was announced, that Tibetan monks would not choose the new Dalai Lama by special signs but the government of socialist China should appoint him. Nonetheless, this solution did not bring relief in the relationship between the Dalai Lama and PRC leadership. He is still considered to be a separatist in China.
China Foreign Minister said that only Beijing has the right to bestow this title, and the Chinese government does not approve any other nominee and consider him illegal.
It is worth nothing that knowing the future China’s reaction, Washington regularly raises the Tibet issue painful for Beijing. In 2010, the US leader Barack Obama met with the Dalai Lama, "insulting" in the words of the authorities of the PRC, "the national feelings of the Chinese people."
During another meeting in 2011, Obama said that he considers Tibet as a part of China and does not support the idea of Tibet’s independence, but expressed support for a direct dialogue between representatives of the Autonomous Region and the Chinese government.
In 2014, after an informal meeting between Obama and the Dalai Lama d'affaires of the US Embassy in Beijing was summoned to the Foreign Ministry of China, where he protested because of a meeting of the American president with the spiritual leader of Tibetan Buddhists, the Dalai Lama.
In February 2015, Obama also angered Beijing by welcoming the Dalai Lama during a prayer breakfast in Washington.
