"The M23 offensive has resulted in a significant rise in the count of displaced civilians in Goma and throughout eastern DRC, along with the displacement of hundreds of thousands since the offensive started in January." The ministerial statement described the renewed offensive's destructive effects, which are worsening already challenging humanitarian circumstances.

The G7 extended sympathies to the relatives and companions of the deceased peacekeepers and urged the DRC government to guarantee the security of diplomats present in the nation.

Fighting between rebel groups and government troops started in late January. On January 27, the March 23 Movement succeeded in taking control of the city of Goma, which has a population of 2 million inhabitants. Between January 26 and January 30, 700 individuals lost their lives in the city, and 2,800 were injured.
