As of the beginning of April 2019, the bulk of the funds was paid to 6 companies: Deloitte, PA Consulting, PricewaterhouseCoopers, Ernst & Young, Bain & Company and the Boston Consulting Group. At the same time, the UK Audit Office (National Audit Office) called actions of various ministries in the country "not complying with transparency standards" for spending significant funds on the services of consulting firms.

This fact was first reported by The Guardian with reference to the office’s preliminary assessment. According to forecasts of the British Chamber of Accounts, by the end of 2019, the total costs of consulting companies will increase to 240 million pounds in connection with the exit from the EU.

According to an unnamed source of the newspaper in the UK Cabinet of Ministers, a substantial part of the assessments is devoted to the country's withdrawal from the European Union without an agreement. With the help of experts from Deloitte, Ernst & Young and other companies, the British authorities are trying to evaluate the necessary preparations for a "tough" exit from the EU in various sectors, in particular in terms of continuing freight traffic with continental Europe, ensuring supply of medicines and other aspects.

In early 2019, the British authorities carried out a simulation of the delivery of goods from the main ports of the country under the scenario of leaving the EU without an agreement.
