This was reported by The New York Times (NYT), citing five sources. Two of them said that creating a third-party expert commission would allow the social network to avoid accusations of political bias.
Facebook's election commission, in particular, would address issues of political advertising on social media, as well as reactions to misinformation spread in connection with the election. According to the NYT, Facebook may announce creation of the commission this fall, ahead of the 2022 U.S. midterm elections.
Facebook already has an advisory body that reviews complaints about the social network's moderation policies. In May, the body upheld former U.S. President Donald Trump's blocking, imposed after his supporters stormed the U.S. Capitol. In doing so, the board noted that the ban should not be indefinite.
