Martin Griffiths, the UN's Under-Secretary-General for Humanitarian Affairs, expressed optimism that prompt action by Russia, Turkey, and Ukraine under the grain deal would quickly aid the world's poor.
Griffiths remarked at the Joint Coordination Center's opening in Istanbul, "I hope that their speedy joint action will make it possible to quickly deliver much-needed help to the most vulnerable people around the world suffering from food insecurity."
On July 22, multilateral agreements were struck in Istanbul to remove export limitations on Russia and to assist Russia in exporting grain from Ukraine. Representatives of Russia, Turkey, Ukraine, and the United Nations signed the agreement, which calls for the export of Ukrainian grains, foods, and fertilizers via the Black Sea from three ports, including Odessa.
